Fixed Repair kevlar vests without unequipping them

Suggestion: Allow Kevlar vests to be repaired without being unequipped
Why it would be worth adding:

• No more hassle with taking your armour off manually to repair it
• Avoids unnecessary deaths in the middle of a fight due to the moments spent repairing your armour
• No extra hassle for people who like to keep their kevlar bodygroup hidden for aesthetic purposes, like me

It's a pain to deal with. At least it discourages doing it mid fight.

Should be consistent across the board though. Thought for a while that my outfit was not repairable.

armour scrap usage should have a visible cooldown like medical items & batteries
