So this is less about a new game (actually it isn't new at all) and more about the rather wacky tale of the game that later became the retail Resident Evil 2 (known as Resident Evil 1.5).
To cut a long story short, Resident Evil 2 was originally a different game from 1995 until early 1997, when the almost-finished game was scrapped and reworked into the retail version we got a year later (they gave a nod to one of the original design for Claire from this build, Elza Walker, in one of Clarie's skins in the remake of RE2 this year).
Well a copy of Resident Evil 1.5/2 got leaked way back in 1997 by a game journalist who got a copy sent by Capcom for an early article and there was a massive search/drama/stuff all around it until the original got released in 2013, a 40% build (which you can download and play via emulator, as well as the ongoing 'restoration').
