Characters with an ex-CMB background do exist, but naturally don't start out with what an ex-cop would actually have.
Characters who go rogue as a cop get the benefits of dragging what they can with them; with the exception that they are clearly marked for death from either side.
Yes, some of the aspects could do with a change but loosening too much means mass-defections that would result in another Finus.
You can't expect me to believe that rogues should have immunity and then ignore the lynchings/manhunts that real life has shown (paris, berlin, yugoslavia, saigon) happen to occupying/enemy forces that collapse.

Barney was an active undercover agent for almost a decade & known to pretty much everyone when the Uprising kicked off by leading people into combat, your random hypothetical double-cross agent likely flipped after a few weeks and is barely known to anyone when they cross over.Half-Life 2 has an ACTIVE precedent against this, in the form of Barney, who is literally a Rogue Cop. Man was a CP for years, and not a single rebel shot him even when he was engaged in combat, dressed as a CP.
