Serious Russia banned?

I was posted this on wrong folder, so i was told to post it here. Also @Zak. Also this morning i was little angry, so this one will be more constructive.

Yesterday in ~19:00 at GMT+3:00 i lost connection with forum. I couldn't open them and it says "Connection timed out". I thought it was temporary problem, but this morning it was still on, so i decided to make small check:

I asked DNS system first, after setted in on non-automatical and choose google DNS server (8.8.8.8 and 8.8.4.4)

Pinging without VPN:

Turned VPN on:

Tracing signal with VPN and without it as well.

At last we see, that sygnal dissapears on amsterdam, that's much far from moscow and our internet provider.

I have two possible ideas, why it could happen. How you can possible know, RosKomNadzor (РосКомНадзор) blocks some sites for bad content (like trotile recipe, jahid propaganda, weed websites, child porn e.t.c.). Maybe they blocked cloud.flare all by one.
Second idea: something or someone on your side blocked all Russia adresses.

The problem, that i can't use VPN all the time, because it's seriously increases my ingame ping. I can turn it on after each day, but re-routing takes a time, so it's uncomfortable. Sorry, if you read my last post and got insulted, i was little angry and didn't thought a lot.

About possible solution, if someone can't reach it. Make proxy on second IP adress/domain.

Steam won't launch with VPN. Please, make a private conversation with me, if you know solution or want to help with finding it, i will give you my email, where we will continue it (Can't stay on forums)

So, some updates:
Some people from Moscow can open nebolous.cloud, currently this page
I also can't see server in publish server browser in garry's mod, i need to open steam server browser and connect to favs
Connection to the server is really slow, it takes 20 minutes, while downloading materials and other, also connection isn't stable.

Looks like it's not nebulous problem, but there is a chance, that AS banned Russian IP's

Possibly it is error during rerouting on different AS.

Yes. it is my internet provider, not nebulous.cloud. Seems really like error in re-routing AS, that works with cloud.flare. Sorry for disturbing.

Well, problem with forums solved, also with steam browser. Ticket can be closed.
Also, for some reason downloading additional materials, while connecting, to da server, is really long. Someone know solution?

if you're subscribed to all the content, should just need to set the multiplayer option to "only download map files"
