Suggestion Skybox Domes

Suggestion: Re-implement Sky Domes (preferably the HL2 ones) for the D47 map and onward. That way the citadel can be fully concealed, and we won't have to deal with @hawke fuming over lore accuracy (I love you man). @WstStranger was the one who actually came up with the idea when we were discussing the potential citadel appearance
