Yes hello I have been trying once again to start up Geralds Mod but to no avail.

It gets stuck at "Preparing to launch Garry's Mod"

redownloading is the final thing on that list, do everything else and redownload if it doesn't work

btw instead of deleting everything and redownloading just delete everything in common/GarrysMod except for the sourceengine folder then verify cache

Delete Clientregistry.blob if you already haven't, it'll auto install back. This happened to me a week ago
