Completed Snowballs

For December, during the snow season, add snowballs that can

A, probably more difficult but more immersive and instant) be picked up off the ground anywhere there is snow

B, easier but a set location) be purchased for free at a vendor somewhere in the city, or various spots around the map

I'd like to do a snowball fight event in December where snowballs can actually temporarily down somebody (or, if there's a better solution) so that it can be easily determined what team wins without the hassle of cheating by not calling hits.

Maybe make it so that if you walk up to a prop, (dumpster) you can press E and grab a pair of snowballs that go in your inventory.

Then you equip them like you would any gun or knife.
