Steam Not Starting Properly

So, when attempting to start Steam today, I had a problem where I when starting it, I would get an error saying that steam was offline however my internet was working just fine. I reinstalled Steam after that, and now I'm getting the following error:

Some help is needed and would be much appreciated.

This is my steam folder after reinstalling it and it still not working, I would delete everything in here except the "Steam" application?

Tried the solution presented above, still won't work, I deleted every folder in the Steam folder except for the Steam application and Uninstall.exe, still won't work.

I would have reinstalled it, but it seems you already have. I don't know.
