So I don't know if this is true of the Disney canon (I assume so now) but in the EU after the Empire fell you had god knows how many small factions spring up made up of Moff's and other high-ranking personnel who each tried to become the figurehead of the remnants and take control. I assume this is the case here.

I know that it is definitely some of the Empire taking control, but there is some weird motive to getting Baby Yoda. They have a doctor with them, who clearly objects to the idea of bringing him back dead, in contrast to all the other bounty hunters. It just feels like there's too many weird things about them for it to all make sense just yet.

apparently the logo on the doctors uniform was the same as the logo of the caminoans responsible for the clone troopers
