I dropped the 36 and 46 latitudes in https://www.latlong.net/Show-Latitude-Longitude.html to see where they lead.
With 46 latitude and 36 longitude, it leads to somewhere in Sea of Azov. A lighthouse would make sense there, though latlong.net puts the marker almost in the smack-dab middle of the body of water.

With 36 latitude and 46 longitude, it leads somewhere close to Sanandaj. As you can see, it's pretty much in-land, so there isn't really any reasons to have a lighthouse - plus, you could argue that the architecture wouldn't befit a Middle Eastern location. Only bodies of water near the marker shown on latlong.net are rivers and what seems like a pond.

Whether I went the wrong way about this in terms of interpreting the numbers, :shrug: I just tested something that came to my mind.
