Fixed Tow Trucks not functioning (cannot tow)

Tow Trucks are not able to grab cars off the street, such as NPC cars, even when picklocked and controllable by players.
Prevents the utility of the towing service.

Reproduction steps
1 - Head to towing centre, clock in and request a vehicle.
2 - Grab your tow truck, find a car to tow, owned, random, picklocked, ect.
3 - Head behind the tow truck to where the old interaction prompt was
4a - Find no available prompts in the expected space or anywhere.
4b - Find no prompts on the target vehicle
5 - Reproduced, player cannot tow vehicles despite having the vehicle and job.

Towing was intended to have an entire revamp for the last update but it was pushed back due to some game breaking issues, looks like we forgot to add the new interactions to the old truck.

Makes sense, in this case do you imagine we'll need to wait for the new implementation, or would the old functionality be re-added a bit later?
