Hate crimes are still going to increase, it doesn't matter what Trump directly says. The fact that a lot of people see it that way means that hate crimes will increase due to it being seen as "alright" to be hateful towards minorities by the people who already harbour those feelings however don't go the length to express them openly.

He's said countless times he's going to remove all protections against LGBT hate crimes and that he'd repeal the marriage equality act as well as repeal countless more hate crime protections to empower 'free speech' by which he means hate speech. Moreover, it's not JUST him. It's his supporters and their ideals. Their racist, misogynistic, bigotry fueled candidate has won and they now have confirmation their actions and beliefs are acceptable. As such, they are without a doubt going to carry out so many likely violent and terrible acts against minorities (Which there already has been might I add - there's already been an 89% spike in violent hate crimes against muslims) that sure, he himself might not get his hands dirty, but his supporters will.
