There seems to be some great disconnect between the forum rebels, who continue to write numerous complaints about s2k, and the actual in-game rebels, who not only shotcop on a daily basis, but also stage coordinated ambushes against Civil Protection.
In fact, literally in the middle of a conversation with
@Tinbe about how the "lone actors" don't have "the greater resistance's backing", we ran into an ambush composed of about ~7 rebels with top-tier gear (AS VAL, AK-103).
c24 has so far been constant carnage, to the point where a single day on this map results in about as much bloodshed as there was during the entire first map's span. All of this is instigated purely by rebels, because here's the thing:
Combine cannot take offensive action.
They could not in any of the recent past iterations, nor can they right now. Everything Combine does is purely reactive simply because anything else is locked behind unobtainable authorisations.
Every large scale fight so far was started in RB6 by the rebels, then moved to the warehouse and then was immediately escalated by numerous vortigauts and rebels killing as many Combine as they can to the point where injection into the protected zone is authorised (this has happened exactly twice so far, excluding situations where the SD went in himself on his own initative (and a meme sweep where no rebel died)).
I have absolutely no clue where the whole "Combine's hammering us!" comes from when it continues to remain a purely reactionary force, despite its gear AND numbers being entirely unfit for such a playstyle.
