It's hardly a resurgence. The idea has been in practice for quite a while now, multiple neo-fascist groups have been growing around the world recently such as Golden Dawn or National Front. Mix this with classic conservatism from most media outlets and you get the mess we're in now. Since so many terror attacks have been reported on (Especially in Europe) it has caused a number of the general populace to become afraid, ignorant to any actual likely threat. I mean, it wasn't that long ago that German authorities caught the US government spying on them. So, with action comes reaction. People don't exactly always like 1930s Euro-Centric rhetoric being spread about, so now we have people like Antifa emerging into the public eye (Personally, I say good on them. Bear in mind that this is coming from a guy with Joseph fucking Stalin on his pic).
Then when ISIS is blowing shit up in Syria and Iraq, people are going to GTFO as soon as they can, creating a migrant crisis. With Greece taking the fall as they usually do, stirring up more nationalism and hatred for countries like Germany, France and the UK. The entire situation is rather ridiculous.
But hey, we're totally in trouble here sarcasm*
