What tool do you guys use?

The tool I am talking about, which allows you to change the sound of the prop, when I was walking in the canals, I heard this "squishy" sound when I was walking, the canals were built in the admin box.
I tried to find this tool, but I can't seem to find it in workshop at all, any help?

The sound depends on the material applied afaik
