When should be worried (HL2 specific)

I went out a few days back to find this on the side of a van. I think the UU's incursion into our society was much more quiet than anticipated

(I didn't mean for post this, I got a picture I took which shows it better, but I'm on mobile and I've got no clue how to post I think on here, I wanted to delete the post, but I pressed post instead, FML)

(Also, that means Civil Protection in Spanish if you didn't get it from context)
