1. Trans people that don't wish to undergo hormone therapy are incredibly rare

and

2. Yes, it would, which is why it's stipulated that you've been required to be on HRT for 1 year, which I don't think anyone would disagree with and is a very fair compromise between trans representation and keeping it fair, at least in professional sport
