Chopping is one of the consistent, criminal, money making jobs that can be done all hours of the day, although there's the obvious risk of doing this job at specific hours. when police are online there's actual stated risk or having to abandon vehicles, get caught, ect, although the job doesn't reflect any additional risks, which gives greater incentive to chop on graveyard hours instead.
In this case, I'd pitch a small payout and reputation XP modifier based on online cop players, starting at a base payout with zero cop players online, and a small percentage bonus with more police characters online, that gives additional reward for the risk and maybe help incentivise more peak hour chopping rather than leaving it for the graveyard shifts.
